Estate planning & renewal

Think beyond
the installation date.

Operational use

Define the task, users and access frequency. Distinguish routine inspection from equipment replacement or heavier maintenance.

Existing assets

Establish the geometry, substrate and condition. Identify interfaces that need further survey or investigation before the design can be fixed.

Maintenance & change

Plan inspection access and component replacement. Record the intended duty so future changes can be reviewed against the accepted arrangement.

Modernising defence infrastructure

Compare the working life.
Plan each intervention.

For roofs, plant areas, perimeter routes and service openings, compare access systems against the same task, geometry and performance requirements. Initial material cost is one part of the estate decision; handling, inspection and future maintenance also belong in the brief.

01 · Handling & installation

Plan the module, not just the material.

GRP can offer a lighter component option, but the complete assembly weight, module dimensions and lifting arrangement determine how it reaches the asset. Check delivery routes, crane or handling access, temporary storage and the capacity of the supporting structure.

Prefabrication can reduce site assembly when survey dimensions and interfaces are settled early. Agree joints, fixing access and the installation sequence before manufacture; programme savings depend on the actual package.

02 · Exposure & maintenance

Match the system to its surroundings.

Compare the selected GRP resin and surface with the proposed steel grade, coating and maintenance regime. Coastal exposure, cleaning chemicals, temperature, weathering and impact can affect the choice and the inspection plan.

Include connections, anchors and other metallic components in that review. A low-maintenance material still needs inspection, cleaning and checks for damage, loose fixings and changes to the walking surface.

03 · Availability & whole-life cost

Include the cost of reaching it again.

Assess planned inspections, coating work where applicable, component replacement and the access arrangements each intervention needs. Record the comparison period, maintenance assumptions and any disruption costs rather than applying a universal saving.

Removable panels and replaceable sections can support future maintenance when their restraint, safe opening procedure and replacement route are designed in. Preserve the accepted loading and use in the asset record.

Equipment and inspection access

Reach the equipment.
Protect the maintenance route.

Define the working position and the route to it before selecting a platform. Roof-mounted monitoring equipment, communications assets and bridge inspection points each introduce different support and access constraints.

Rooftop equipment

For cameras, radar, communications and detection equipment, establish maintenance reach, equipment-removal space and the loads introduced into the roof. Coordinate platforms and guarding with weatherproofing, existing services and the equipment supplier’s access requirements.

Underbridge inspection

Identify the bearings, joints and other components the inspection team must reach. Agree working width, headroom, controlled entry, rescue arrangements and any restrictions below the bridge. The access package must accommodate the assessed bridge movement and attachment conditions.

Plan underbridge access →

Modular delivery

Use the survey to establish module size, transport route, lifting positions and temporary support. Prefabrication can reduce assembly at the asset where the interfaces are settled; confirm inspection and acceptance before releasing the route for use.

Explore structural assemblies →

Start the enquiry with the access task and general site constraints. Agree the approved channel for controlled drawings or equipment information with the estate team.

Engineering the package

Resolve the structure
and the asset interfaces.

Bring the project standards, loads and site conditions into the brief. The complete assembly needs to satisfy the requirements for its location and use.

Design basis

Confirm the applicable estate and project specifications, required standards and approval responsibilities. Identify the document revisions used for the package.

Loads & serviceability

State personnel, tools, equipment and temporary maintenance loads. Agree deflection criteria and the relevant environmental actions.

Supports & anchors

Review substrate condition, bearing, reactions and fixing geometry. Coordinate reinforcement and services; agree any required site testing.

Materials & exposure

Identify weathering, temperature, chemicals and cleaning requirements. Review the selected resin, surface and connection materials against those conditions.

Guarding & access

Resolve edges, gates, landings and service openings. Coordinate the route with equipment clearances and the wider site arrangements.

Specialist performance

State any fire, electrical or other specialist criteria explicitly. General GRP characteristics do not establish compliance with a particular estate requirement.

Technical assurance & information

Keep the evidence
with the accepted design.

Agree the review and handover requirements early. Information should identify the proposed product, its application and the accepted revision of the arrangement.

Design information

Coordinate drawings, calculations and the stated design assumptions. Record how comments and changes are closed before release.

Product evidence

Request the relevant material, load and performance information. Confirm its applicability to the selected components and conditions.

Handover record

Provide the agreed inspection, as-built and maintenance information. Include limitations and the review process for future alterations.

The published Defence Safety Management System guidance, JSP 815, includes infrastructure design, build and maintenance. The project team should identify the estate requirements and standards applicable to the particular package.

Site coordination

Plan delivery around
the operating estate.

Confirm access arrangements, work areas and programme constraints with the site team. Agree the appropriate channel for any controlled project information before sharing it.

Survey & preparation

Agree access, survey scope and the information available for design. Identify any constraints on photography or site records.

Installation planning

Coordinate delivery, handling, permits and the work sequence. Plan temporary protection and interfaces with ongoing operations.

Inspection & release

Complete the specified checks and agree the handover process. Keep the records connected to the installed arrangement and its permitted use.

Project experience · Lakenheath, Suffolk

A complete staircase
access package.

Vital’s published Lakenheath project account describes the design, manufacture and installation of a bespoke GRP staircase access system for Kier Construction and the USAF.

The requirement was an external access route for maintenance personnel. The package combined structural profiles, anti-slip stair treads, landings and handrails, with the layout developed around the site requirement. The Lakenheath photograph at the top of this page shows the flights, intermediate landings, guarding and braced supports.

Design support

Site assessment and staircase layout connected the access route to the building and its working levels.

Fabrication

Profiles, treads, landings and handrails formed the coordinated staircase assembly.

Installation

The project account records Vital’s installation scope as well as the supply of the components.

For a similar estate project, provide levels, available footprint, foundation or support information, the maintenance task and site-access restrictions. Confirm the required loading, guarding, surface and handover information for the new arrangement.

Questions before the estate package moves forward.

Does GRP have a universal defence approval?

No universal approval is asserted here. Identify the project and estate requirements, then review the proposed system and its evidence against them.

Can existing supports be reused?

Survey their geometry and condition and establish the proposed reactions. Reuse depends on the assessment of the complete arrangement.

What information is needed at enquiry stage?

Provide the access task, general geometry, loads and project requirements. Agree how controlled information should be exchanged before sending sensitive details.

Can the design allow for later changes?

Identify foreseeable maintenance and replacement needs in the brief. Later changes in use, loading or geometry still need review against the accepted design.
